Election of chair

Minutes:

Cllr Williams proposed Cllr Atkins as Chair for this committee. Seconded by Cllr Lloyd.

To approve, sign and adopt the minutes of the Assets & Facilities Sub-Committee meeting held on 22nd April 2024.

Members considered the minutes of the Assets & Facilities Committee meeting held on 22nd April 2024.

 

Resolved that the minutes of the Assets & Facilities Committee meetings held on 22nd April 2024 be approved and signed as a correct and accurate record of the meeting.

Action Point Updates

Minutes:

Cllr Cox joined the meeting at 3:45pm as a member of the public.

 

P&FM gave an update regarding the town clock. Investigation is ongoing as to who owns the deed to the clock.

 

P&FM to approach Tozers and Scott Richards to see if either can provide any additional information and will also speak to the owner of the building.

Town Toilets

Update on the Town Toilets replacement project

Minutes:

P&FM gave a verbal update and reported that construction has begun. The TC stated he is still waiting for a license from Teignbridge District Council but the demolition is currently on schedule.

Community Units

An update on the Community Units Project

Minutes:

P&FM informed the council that the latest environmental report, regarding the local bat population, has been delayed due to illness but if the next emergence in June occurs, everything should still be on track. P&FM will update as more information becomes available.

Establish a task and finish group for Christmas tree switch on

To establish a task and finish working group comprised 2 councillors and 2 member of the Chamberof Trade and Commerce.

To deal with the event aspects of christmas lights

Minutes:

Cllr Atkins proposed Cllr Williams as a member of the Christmas Working Group, Cllr Lloyd seconded, carried unanimously.

 

Cllr Williams will ask the other Cllrs if they are also interested in joining as ideally, 2 Cllrs are needed.

 

The TC will write to Keith Underhill at the Chamber of Commerce and ask if 2 members would also be interested in joining this working group. The TC will report back any updates.

 

152.

Establish a task and finish working group for fireworks

To establish a task and finish working group comprised 4 councillors, To deal with the event aspects of the Teignmouth and Shaldon fireworks

 

Minutes:

Cllr Williams will ask the other Cllr’s if they are interested in joining the Fireworks Working Group and will report back.

Teignmouth in Bloom minutes (if any)

The committee is asked to receive the minutes of the working party and consider any recommendations contained therein for adoption

Minutes:

Cllr Lloyd would like to have a meeting to discuss TIB as soon as possible. The TC stated there have been 2 meetings Cllr Lloyd could have joined that she didn’t attend and at 4:26pm, Cllr Lloyd called the TC a liar and stated she had in fact arrived for a meeting that then didn’t take place. The TC clarified that the meeting had been unconfirmed and Cllr Lloyd had not checked.  

 

Cllr Cox asked if he could give an update regarding the Status of Devon County Council and the Chair agreed for Cllr Cox to provide the update. Cllr Cox informed the committee that DCC is looking for alternative sites and the TC informed Cllr Cox that all decisions must first go through Teignmouth Town Council, not Devon County Council.

 

The TC suggested that the boats on Parson Street be moved to an area behind the Scout Huts as they will be dry and secure there and told Cllr Lloyd she was not to undertake any further gardening at that location until she had written permission from the TC, which will contain the details the TC will confirm with DCC.

 

The next meeting for TIB is scheduled for 4th June at 5:00pm.

155.

Exclusion of Press and Public

Members are recommended to approve the following resolution:

“that in accordance with the Public Bodies (Admission to Meetings) Act 1960, the Press and Public be excluded from the meeting for the duration of the following items, on the basis that the information to be disclosed would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted”.

Items which may be taken in the absence of the Public and Press on grounds that Exempt Information may be disclosed as defined in the Local Government Act 1972 and / or the Public Bodies (Admission to Meetings) Act 1960

Minutes:

The Chair read out Part II, the Privacy Policy.

 

Cllr Cox was asked to leave the meeting at this point as he is not a member of the committee. Cllr Cox wanted it noted that he was leaving under protest. Cllr Cox left the meeting at 4:47pm.

P&FM gave a verbal update regarding the replacement CCTV.
